A powerful winter storm that dumped heavy snow and glazed roads with ice across much of Texas and Oklahoma has lumbered eastward into the Deep South and elsewhere. Arkansas Gov.

Paul Kirkwood, a National Weather Service meteorologist, said the storm sweeping through the Dallas area will create a “swath of snow” as it moves through parts of Arkansas, Louisiana, Alabama, Mississippi,
