Mr Newman has signed a memorandum of understanding with PNG Prime Minister Peter O'Neill. The two leaders have agreed there will be face-to-face talks between Queensland and PNG every six months.

Mr Newman said the Queensland government spent an average of about $10 million each year on PNG nationals who had crossed the strait for medical treatment they could not receive in their homeland.

Premier Campbell Newman said people could "row across in a tinnie or a canoe" from PNG into Queensland, sparking a new wave of immigration through the Torres Strait.

QUEENSLAND'S premier says he's never "had a go" at federal Labor's PNG solution, but he wants better border security in the Torres Strait.

Premier Campbell Newman, who led a business delegation to PNG, met Prime Minister Peter O'Neill several times to fine-tune the deal. The plan for hands-on help will chiefly be funded by PNG taxpayers.
